winters. started out november december very wet. and from january 1st to now we have historically, we are about the driest we have ever been. >>reporter: in fact when you also compare rainfall for the first three months of the year california is on track to shatter the record low. 1932 was bad with just a little more than 11 inches of rain. 1988 with just then inches. fwhu january through march is the all time driest at 5 and a half inches is with only three days left in the month to go most reservoir in the northern part of the state are at or above average thanks to the early storms. they will fill up some more as the snow pack melts. >> run off that is probably around 55 to 70% of average. >>reporter: but the central and southern sierra didn't have as many storms. so run off will be even less. >> down here we look at about 20 to 30 percent of average. >>reporter: it will be tough to deliver more water north to south not only because there's

vechblingt crossed over the center divider hit yet another vehicle. this accident happened this morning in the area of old davis road. more now from laura thoip on the scene. >> as shown in the cell phone video shot by a witness. the fiery crash happened just after 10:30 this morning. according to the chp big rig towing empty trailer traveling eastbound near uc davis when it suddenly veered off the road. >> while driving he was eating. and while eating he started choking. he then lost consciousness. driving vehicle drifted off the right hand shoulder and veered hard left back across the lanes of the eastbound direction. collided head on with a bmw traveling in the westbound direction. upon impact both vehicle tractor-trailer and the bmw burst into flames. >> truck driver regained consciousness and able to get out of the cab before it became fully engulfed. but the driver

and passenger of the black bmw had no chance and both sides at the scene. interstate closed in both direction for about 3 hours while the chp investigated and cal-trans work to repair the guard rail. mid afternoon all eastbound lanes were reopened. chp l reminds drivers that one doesn't have to be talking on cell phone or texting. to be distracted behind the wheel. >> unfortunately it ladies right to distracted driving. that's the whole reason for the department push and the nation push to drive the vehicle. don't do things in the vehicle you shouldn't be doing. >> my model is i drive to arrive alive. >>reporter: big rig driver anderson says he tries not to eat while driving down the road but the nature of the job makes it tough horrible not to. we have to stay on the move. can't make move unless we deliver so unfortunately we have to eat while we drive. everybody pretty much does tha that. >> to be concerned about if they crack down on truck

closed this month after fire damaged the front of the be. there is alice water ins the picture there. now insurance has allowed her staff to continue to be paid during the rebeing pro sichlts smellywer mystery solved after more than 60 days two months the source of sewage leak was discovered near sleepy hollow creek. estimated 3600 gallons of sewage has flowed into the creek since january. crews have been investigating reports of spill but were unable to find anything until this week. leak was coming from defect in nearby clay pipe and manhole. temporary fix is now in place. permanent fix goes in tomorrow. the spill site is about half mile from where sleepy hollow creek enters san anselmo creek by the way. >> all eyes are on the san francisco zoo as it shows off the newest member. baby tiger. cute but loud little gal crying for her mom this mornin
